Why do child labor laws not prohibit children from acting in movies?

seems like there ARE limitations--I specifically remember a Muppet Show episode with Brooke Shields, who was sixteen or seventeen, having to shoot around her school schedule.
And with the McCaulay Culkin legislation, parents have to put the majority of the money their kids make into trust for when the kids turn 18. It's actually gotten a lot better recently for child actors, there's more in the way of safeguards to protect young actors.
